Rep. Andrew Byron Legislative Session Week 1

From Cheyenne to House District 22:
2026 Legislative Session Week 1

To the People of District 22,

Welcome to the first edition of my legislative update. It is an honor to serve House District 22 in the Wyoming House of Representatives, and I’m grateful for the trust you’ve placed in me. As the 2026 session gets underway in Cheyenne, I want to create a simple way to keep you informed about the work being done on your behalf. Each week during the session, I’ll share a brief update on the bills I’m sponsoring, important debates, and what’s moving through the Legislature.

This week marked a strong start. My primary bill, House Bill 115, advanced with the required two thirds vote and now heads to committee. We also moved forward legislation through the Travel, Recreation, Wildlife and Cultural Resources Committee, and the House addressed an important matter concerning institutional integrity. I invite you to read below for more detail, and as always, please reach out with your thoughts or questions. It is a privilege to represent you.

Best,

Andrew

HB 115: Cardiac Events in Schools - Planning and Training

A major highlight this week was moving forward House Bill 115, the main bill I’m sponsoring this session. Because this is a budget year, every bill must first pass a two thirds vote just to be introduced and considered. I’m happy to share that HB 115 cleared that hurdle with strong support in a 52-9-1 vote. The bill has now been referred to the House Education Committee, where it’s scheduled to be heard on February 13.

HB 115 focuses on something simple but important: making sure our schools are prepared in the event of a cardiac emergency. It would require school districts to put clear response plans in place and ensure staff are trained so they know exactly what to do if seconds matter. The bill also includes funding support to help schools implement these plans. At its core, this is about preparedness and making sure we’ve done our part to protect students and staff across Wyoming.

I’ll keep you updated on the feedback we receive and the next steps as it moves through the legislative process. Thank you for staying engaged and informed.

HB 19: Corner Crossing Clarification

Another significant bill moving forward is House Bill 19, which addresses what’s commonly known as “corner crossing.” Following recent federal court rulings, this legislation would update Wyoming law to clarify that crossing at the corner of public lands is not criminal trespass, provided no private land is physically entered. The goal is simple: bring clarity to our statutes so hunters, landowners, and law enforcement are operating under clear and consistent rules.

As someone who has spent much of my life working in Wyoming’s outdoor economy and enjoying our public lands, I understand how important both access and private property rights are to our state. This issue has sparked thoughtful debate from sportsmen and landowners alike. My view is that clear law reduces conflict and protects everyone involved. HB 19 now heads to the full House for further debate, and I’ll continue working to ensure we approach this issue in a way that respects Wyoming’s traditions and values.

Maintaining Integrity on the House Floor

This week the House addressed an unusual matter after campaign donation checks were distributed on the floor following adjournment. In response, the House unanimously voted to form a special investigative committee to review the incident and determine whether any rules were violated. The situation has received statewide coverage from KOTA TV & Wyoming Public Media

I spoke during the floor debate because I believe transparency and due process are essential. You can watch the full debate here, and view my statement by fast forwarding to the 45:38–46:22 mark.

While these moments are never easy, ensuring accountability and maintaining the integrity of the institution is critical to the work we do on behalf of Wyoming citizens.

Closing Remarks

Thank you for taking the time to stay informed. It is truly an honor to represent House District 22, and I value hearing directly from you. If you have questions, concerns, or thoughts on any of the issues discussed above, please don’t hesitate to reach out. I’ll continue sharing updates each week as the session moves forward, and I look forward to keeping you informed on what’s happening in Cheyenne.
